a) is there a version of smallblueprinter that can run offline? Answer: Yes, you can download an offline version with save/load functionality. (PC version)
b) how do I make more complex plans, with furniture, more rooms etc? Answer: you can't with smallblueprinter. Try using floorplanner.
c) what is the scale used by the grid squares in smallblueprinter/floorplanner? Answer: One square = 2 feet / 0.6 m

Technical:
smallblueprinter and garden planner require the flash plugin, if you have any problems getting either site to work then its probably because you need to update your flash plugin, you can do that here
